Customs clearance for permanent exports
A permanent export means situations where goods are permanently sent to a foreign country for use or consumption there.
Concerning France, permanent exports are governed by procedure 1000.
In the event that the office of exit and the office of declaration are different, an ECS must be created for these goods, and will be cleared when the goods exit.
When you choose us as a customs agent, we take care of notifying the customs services when the goods arrive at Basel-Mulhouse Airport.
For Switzerland, the e-dec system applies (electronic standardisation system for customs declaration procedures).
Customs clearance of goods in transit
ACL can assist you with clearing your goods in transit through customs before export.
We can manage goods in transit arriving at the airport sites where we operate (Basel/Mulhouse, Geneva, Zurich, Strasbourg/Entzheim) from a European airport, intended for export to a third country*.
These goods will then be transported using the “in transit” procedure
*In the case of France, these are goods destined for a country outside the EU. For Switzerland it concerns all goods leaving the territory, whatever their destination.
For goods in transit, we refer to the internal Community transit procedure (T2 in France, T1 in Switzerland).
It concerns the transit of goods moving within the EU and allows duties and taxes to be suspended until they reach their destination, in Switzerland or an EU country, where they will be cleared through customs.
For France exclusively, this corresponds to:
- The TIR (International Road Transit) Carnet: for international transport by truck, reducing the amount of customs formalities in the countries crossed between the points of departure and arrival.
For Switzerland, the common transit procedure (TCH) applies.

Customs clearance for temporary exports
Want to export goods from France or Switzerland with the aim of re-importing them later?
In France and Europe, you fall into the category of special procedures. Here we refer to goods you want to export abroad for use or processing, but which you mean to re-import into France later.
This can be the case with goods that are exported out of Europe for an event, trade fair, exhibition or sports competition, and then return to their country of origin. This is the temporary export procedure.
We also speak of temporary exportation when goods are exported out of the EU to be repaired or modified (after-sales service, maintenance, etc.) before returning to their original country.
This specific case is the outward processing procedure.
The same goes for Switzerland, where temporary exports will fall under the temporary export procedure or the inward processing procedure (working, transformation, repair).
The ATA Carnet
The ATA Carnet concerns all goods that have to pass through multiple countries.
To simplify administrative and customs procedures, you can order an ATA Carnet, issued by a CCI (in France and Switzerland).
The aim of this document is to simplify customs formalities by enabling goods to circulate without customs duties or taxes for all countries crossed during transport.
It replaces the other customs documents necessary for temporary exportation of goods or for goods in transit.
The ATA Carnet can be used in France as well as Switzerland: both are among the countries that have signed the ATA Convention.
